Manager / Senior Manager (Talent Attraction & Development)

About the role

This is a 2-year contract appointment reporting to the Deputy Director (Talent Attraction & Development) in the Human Resource Division of MPA. You will design, develop and implement talent, career development and employee engagement initiatives in MPA to ensure an engaged workforce.

Key responsibilities

• Career development: develop career pathways and resources to guide officers and supervisors, identify key competencies for current and future business needs, and work with business units to build a competency framework and align with MPA's business transformation.
• HR initiatives supporting transformed jobs, including career development, training and performance management.
• Learning and development: turn business goals into upskilling strategies, prepare officers early ahead of retirement, and work with MPA Academy and training providers on core and leadership programmes, including onboarding.
• Talent attraction: take part in talent outreach events such as career and recruitment fairs.

Required profile

• At least 3 to 5 years of working experience, preferably in the HR functions mentioned or in business partnering.
• Knowledge of recruitment policy, sourcing strategies, career development and job redesign is useful.
• A team player with strong stakeholder management skills, able to work in a fast-paced environment.
