Project Management Engineer/Architect

About the role

As a Project Management Engineer/Architect you will represent HDB in coordinating consultants and contractors to deliver new development projects from design through handover. You will ensure quality, cost, safety and schedule targets are met while providing construction input during the design tender stage.

Key responsibilities

• Lead consultants and contractors to monitor the Construction Master Programme and ensure timely completion of critical milestones.
• Oversee structural, M&E, architectural finishes, lift installation, services commissioning and regulatory clearances for TOP and CSC applications.
• Manage quality through CONQUAS scoring, in‑process audits, material and functional testing.
• Control contract expenditure, design changes, variation approvals, EOT claims, liquidated damages and progress payments.
• Review and monitor the contractor’s Safety and Health Management System, Earth Control Measures, vector and noise control, and site housekeeping to achieve a zero‑accident workplace.
• Coordinate with other HDB groups on component schemes, precast, audits, design issues, budget control and public communications.

Required profile

• Relevant engineering or architecture qualification with experience in construction project management.
• Strong understanding of quality, safety, environmental and contract management in the construction industry.
• Ability to work closely with multidisciplinary teams and external agencies.
