Tendering Engineer

About the role

Bureau Veritas Singapore is looking for a Tendering Engineer to support business growth within the Industry sector across its product line portfolio. The role covers preparing technical and commercial proposals, managing bid submissions, coordinating with internal stakeholders and working with the regional tender team.

Key responsibilities

• Lead the preparation and submission of technical and commercial proposals for industry and energy projects, reviewing RFPs, RFQs, ITBs and tender documents
• Analyse client requirements, scope of work, specifications and contractual obligations, and prepare bid documentation on time
• Coordinate with engineering, operations and technical teams to develop compliant technical proposals, including methodologies, execution plans, technical approaches and staffing plans
• Prepare cost estimates, pricing structures and commercial proposals, supporting pricing analysis, risk assessment and bid strategy
• Liaise with Business Development, Engineering, Operations, Procurement and Finance teams, and take part in pre-bid meetings, bid reviews and proposal presentations
• Maintain proposal databases and bid trackers, monitor bidding portals and recommend risk mitigation
• Develop proposal templates and technical content libraries, and analyse bid outcomes to improve win rates

Required profile

• Bachelor's degree in Electrical, Mechanical, Civil, Energy Engineering or a related discipline; licensed engineer preferred but not required
• 5-10 years of experience in proposal engineering, bid management, tendering, estimation or business development support
• Proven experience preparing bids for industry, oil and gas, energy, industrial manufacturing, aerospace and transportation projects, Owner's Engineering Services, advisory services and TIC services
• Preferred: experience with industrial, oil and gas, energy developers, EPC contractors, engineering consultants or technical service providers such as DNV, SGS, TÜV, UL Solutions

Required skills

• Technical proposal writing and bid documentation
• Commercial pricing and cost estimation
• Familiarity with EPC contracts, consultancy agreements and tender requirements
• Microsoft Office, especially Excel, Word and PowerPoint
• Strong analytical, problem-solving and stakeholder management skills
