Head of Procurement

About the role

Our client, a leading public‑sector organisation in Singapore, is embarking on an enterprise‑wide procurement transformation. The Head of Procurement will provide strategic leadership across multiple business units and drive a multi‑year agenda to modernise procurement policies, processes and technology.

Key responsibilities

• Lead a large, matrixed procurement team and oversee the redesign of operating models and service delivery.
• Embed technology and AI tools into procurement processes to improve efficiency and user experience.
• Ensure robust governance and compliance across all procurement activities.
• Manage change initiatives, including team re‑organisation, capability reviews and upskilling.
• Partner with senior stakeholders and the Board to align procurement strategy with organisational goals.

Required profile

• Minimum 20 years of progressive procurement leadership experience in a complex, matrixed environment.
• Demonstrated success delivering large‑scale transformation programmes involving people, process and systems.
• Strong understanding of procurement governance, policy and public‑sector requirements.
• Excellent stakeholder management and executive communication skills.
