HR Manager

About the role

We are seeking an experienced HR Manager to lead all human resources functions for our construction business in Singapore. The role involves overseeing talent acquisition, employee relations, payroll, compliance and development initiatives to support our growing workforce.

Key responsibilities

• Manage the full spectrum of HR activities including recruitment, onboarding, performance management, training, compensation, welfare, budgeting and payroll.
• Oversee the recruitment process from job posting to new‑hire onboarding and collaborate with department heads to meet staffing needs.
• Develop and implement strategies to attract and retain skilled talent in the construction sector.
• Handle employee relations, conflict resolution, disciplinary actions and foster a positive workplace culture.
• Administer payroll accurately, continuously improve payroll processes and ensure compliance with statutory reporting.
• Implement performance management systems, conduct reviews and support career development and succession planning.
• Ensure adherence to Work Injury Compensation Act (WICA), Ministry of Manpower (MOM) labour laws and IRAS tax regulations.
• Develop, enforce and update HR policies, handbooks and monitor HR metrics to drive improvements.
• Perform other HR‑related duties as assigned by management.

Required profile

• Diploma or Bachelor's degree in Human Resources, Business Administration or a related field.
• Minimum 5 years of HR management experience in the construction industry.
• Strong knowledge of HR best practices and Singapore MOM/BCA regulations.
• Excellent interpersonal, communication and leadership abilities.
• Effective problem‑solving and decision‑making skills.
