Assistant Director, Data Engineering & Architecture (1 Year Contract)

About the role

The Health Promotion Board (HPB) is hiring an Assistant Director to lead its data engineers within the Chief Data Officer's Office (CDOO) Data Engineering and Architecture team. The team is building the National Lifestyle Repository (NLR), a platform that brings together lifestyle and preventive health data from across Singapore's health and community ecosystem into a 360-degree citizen-centric view, supporting HPB's Precision Public Health strategy.

Key responsibilities

• Define and own the technical vision, architecture roadmap and data governance frameworks, including data exchange protocols and interoperability frameworks, for the team's pipeline development and governance workstreams.
• Contribute to HPB's data portability strategy by drawing on international approaches and adapting them to Singapore's health and community landscape.
• Lead high-level data partnerships with agencies such as PA, SportSG, AIC/AAC, NParks, LTA, MOH policy and technical teams, and regional health clusters, securing data sharing agreements and consent frameworks.
• Translate policy and organisational requirements into clear strategic technical directions, and oversee the team's workstreams, resolving escalated issues and improving the 5Vs of data.
• Research, prototype and champion new technologies and engineering approaches, and surface and resolve strategic issues requiring senior-level decisions.
• Lead, mentor and develop a team of data engineers, set workstream priorities, manage dependencies and milestones, and engage senior stakeholders on future use cases for Health Promoting Town and Precision Public Health initiatives.

Required profile

• At least 8 years of experience, including minimally 2 years in supervisory roles, in data engineering or data architecture.
• Proven track record designing and managing large-scale, scalable data platforms on-premises and in the cloud (e.g. AWS, Azure).
• Demonstrated experience leading data engineering teams and overseeing pipelines and data governance in complex, multi-stakeholder environments.
• Strong interpersonal and negotiation skills, able to collaborate with partner agency leadership and technical teams.
• Comfortable in a fast-paced matrix environment; healthcare IT, health promotion or cross-agency data governance experience is an added advantage.

Required skills

• Solution architecture design, infrastructure planning, data quality management and data governance strategy.
• Coding and programming proficiency (e.g. Python, R).

Successful candidates will be offered a 1-year contract.
