Associate Director, Project Management

About the role

Turner & Townsend is looking for an Associate Director, Project Management in Singapore to act as the Owner's Representative on large-scale, complex construction and infrastructure programmes. The role leads and coordinates contractors, nominated subcontractors, consultants, authorities, operators and other stakeholders, and oversees delivery from construction through to handover and the Defects Liability Period.

Key responsibilities

• Establish and maintain programme governance, reporting and decision-making processes.
• Manage interfaces between contractors, stakeholders, operational teams and end-users to minimise disruption.
• Oversee delivery across construction, testing and commissioning, handover and the DLP.
• Monitor contractual obligations, compliance with project requirements and regulatory standards.
• Provide commercial oversight: contract administration, claims management, variations, cost control and risk mitigation.
• Drive performance against safety, quality, programme, budget and operational readiness metrics.
• Review contractor performance, progress, recovery plans and mitigation measures.
• Coordinate commissioning, operational readiness, handover documentation, inspections and acceptance.
• Oversee defect management and close-out during the DLP.
• Prepare project reports, risk assessments, commercial updates and recommendations for senior management.

Required profile

• Prior experience performing the role under PSSCOC or a comparable contract within the last 10 years.
• Preferably 20 years or more of experience in architecture, civil and structural, mechanical and electrical, project management or quantity surveying.
• Demonstrated experience administering major building or infrastructure contracts, preferably large and complex developments.
• Proven ability to manage contractual, commercial, programme and stakeholder matters.
• A professional qualification recognised by the relevant professional body.
