Associate/Director, Cost Management

About the role

Turner & Townsend, a global professional services company with over 22,000 people in more than 60 countries, is looking for an Associate/Director, Cost Management in Singapore. The role leads and manages a team of Cost Managers across civil and structural (CSA) and mechanical, electrical and plumbing (MEP) disciplines throughout the full project lifecycle, from project inception to final account closure.

Key responsibilities

• Lead and manage a team of Cost Managers across CSA and MEP disciplines.
• Oversee the preparation and review of cost plans, detailed estimates, budgets and expenditure approvals.
• Develop and implement packaging strategies and procurement approaches to maximise value.
• Manage tender processes, from preparation and invitation to evaluation, recommendation and contract award.
• Administer contracts and lead commercial matters such as cost control, variation management and final account negotiations.
• Act as the main interface with clients and key stakeholders, including Lead Engineers, Superintending Officers and their representatives.
• Analyse project costs and advise on contractual matters, claims, variations and dispute resolution.
• Mentor the cost management team and monitor financial performance to find cost optimisation, risk mitigation and value enhancement opportunities.
• Ensure commercial and contractual activities follow project governance, procurement policies and contractual obligations.

Required profile

• Degree in building, quantity surveying and construction-related engineering or equivalent.
• At least 15 years of practical experience as a Project Quantity Surveyor and an Accredited Professional Quantity Surveyor (APQS).
• Tier 1 member of RICS or SISV or equivalent, with at least 5 years of post-registration experience in quantity surveying consultancy.
• Experience of at least 3 projects using PSSCOC.
