Clinical Governance Officer & Medical Director – Cord Blood Banking

About the role

This senior position is for a licensed physician to lead clinical governance and medical oversight of cord blood, cord tissue and related cellular banking services in Singapore. The role carries statutory responsibility for regulatory compliance, product release approvals and quality management within a highly regulated environment.

Key responsibilities

• Provide overall medical leadership and clinical governance for cord blood, cord tissue and cellular banking operations.
• Assume final responsibility for donor eligibility assessments, medical suitability determinations and product release approvals.
• Review and approve birth reports, processing and testing records, and client medical declarations in line with regulatory standards.
• Ensure compliance with the Healthcare Services Act (HCSA) and all licensing conditions.
• Maintain adherence to international accreditation standards such as AABB and FACT/NetCord‑FACT.
• Oversee the Quality Management Programme, identifying and mitigating risks to product safety and quality.
• Lead internal and external audits, inspections and accreditation assessments.
• Liaise with transplant physicians and review release documentation and outcome data.

Required profile

• Medical degree recognised in Singapore with full registration and a valid practising licence under the Singapore Medical Council.
• Minimum 5 years of experience in cord blood banking, tissue banking, cellular therapy, transfusion medicine or related regulated biological product services.
• Strong knowledge of donor recruitment, eligibility criteria, processing standards and product release requirements.
• Demonstrated ability to lead quality management systems and support regulatory audits.
