Cost Manager / Senior Cost Manager, Infrastructure

About the role

Turner & Townsend is hiring a Cost Manager (or Senior Cost Manager) for its infrastructure practice in Singapore. The role manages the core cost management services for construction projects, ensuring cost control and quality objectives are met while delivering an effective cost management service that meets client objectives and fosters a collaborative, high-performing project environment.

Key responsibilities

• Support and coordinate projects, with in-depth knowledge of pre-contract and post-contract cost management services.
• Estimate, carry out rate analysis and cost planning, and produce and present final cost plans to clients.
• Handle tendering and procurement: pre-qualification, tender list, preliminaries, tender analysis, tender report and contractual documents.
• Manage post-contract cost variances and support change control, referring major changes to the reporting manager.
• Produce monthly post-contract cost reports and support their presentation to the client.
• Contribute to Value Engineering exercises and interface with clients and other consultants at all project stages.
• Improve cost management procedures, templates and products, and feed lessons learned into the company's internal database.
• Work as part of the cost management team, including taking responsibility for Assistant Cost Managers where appropriate.

Required profile

• Bachelor's degree in Cost Management, Quantity Surveying, Construction, Engineering or a related field; a Master's degree is a plus.
• At least 5 years' experience in cost management or construction projects (e.g. cost manager, construction manager, procurement, project manager, vendor, consultant).
• Strong understanding of quantity surveying, tools and methodologies.
• Native-level English proficiency.
• Proficient communication and interpersonal skills.

Required skills

• Proficiency in Cost-X or equivalent cost estimation software.
