Cost Manager / Senior Cost Manager (Procurement)

About the role

Turner & Townsend is looking for a Cost Manager or Senior Cost Manager (Procurement) in Singapore to lead the execution of cost management services for construction projects. The role ensures cost control and quality objectives are met, leads cost management project teams and/or key cost management roles, coordinates with clients and stakeholders, and covers commission management, including invoicing and project compliance through D-365.

Key responsibilities

• Lead multidisciplinary project teams including clients, consultants, contractors and suppliers, and manage stakeholder relationships, conflict resolution and issue escalation
• Analyse project requirements and cost deliverables, and help develop cost reporting structures and control mechanisms
• Act as Commission Manager, owning end-to-end service delivery for large or complex commissions
• Own estimating and cost planning, present final revisions of cost plans, and lead monthly post-contract cost reports
• Lead value engineering and life cycle costing exercises, and implement cost controls in schedule, cost, risk and change management
• Lead commercial negotiations and contract administration with the cost management team
• Support internal risk management procedures and the contract database
• Manage invoicing in D-365: validate invoice data, coordinate with finance teams, track status and resolve discrepancies

Required profile

• Bachelor's degree in Cost Management, Quantity Surveying, Construction, Engineering or a related field; Master's degree is a plus
• Minimum 7 years' experience in cost management or construction projects (cost manager, construction manager, procurement, project manager, vendor, consultant, etc.)
• Strong pre-contract and procurement experience in data center and high-tech manufacturing projects
• Experience in client management and advisory work on value management, value engineering and life cycle costing
• Native-level and business-level English proficiency

Required skills

• Proficiency in Cost-X or equivalent cost estimation software
• Strong communication and leadership skills; people management experience is a plus
