About the role
The Deputy Constituency Director (DCD) works alongside the Constituency Director as the master planner for the constituency, strategising, planning, directing, facilitating, coordinating and implementing community initiatives to build social capital and promote national unity.
Key responsibilities
- Formulate and review strategic and operational plans for grassroots organisations (GROs) to create a highly liveable neighbourhood.
- Lead the Annual Constituency Workplan process, aligning GROs and community partners.
- Anticipate local flashpoints, identify resident needs, and supervise community programme implementation.
- Identify weaknesses in GROs and provide guidance to strengthen effectiveness.
- Strategise with the Adviser on constituency direction, leadership selection and stakeholder issues.
- Motivate and guide Grassroots Leaders (GRLs) in community organising and partnership building.
- Facilitate monthly Citizens’ Consultative Committee and Community Centre/Club Management Committee meetings.
- Provide administrative support to GROs for outreach and engagement programmes.
- Assist the Group Constituency Director in planning and executing projects at GRC and district levels.
- Supervise constituency office administration and ensure efficient operation of community centres.
- Oversee accounting and cash management of GROs to ensure compliance with financial rules.
- Submit regular ground analysis and progress reports to headquarters for policy formulation.
- Monitor socio‑political changes and new government policies, guiding GRO communication.
- Gather and analyse ground sentiments to support timely community service.
Required profile
- Proven experience in strategic and operational planning for community initiatives.
- Strong leadership and ability to coordinate grassroots leaders and volunteers.
- Analytical mindset with capability to produce detailed ground analysis reports.
- Knowledge of public administration, financial compliance, and government policies.
- Excellent communication skills to engage residents, stakeholders and party officials.
