Deputy Director / Assistant Director, Medical Tower Planning and Development

About the role

NHG Health is recruiting a Deputy Director or Assistant Director to lead the technical oversight of the TTSH Medical Tower and related infrastructure within the HealthCity Novena (HCN) Master Plan. The role sits at the interface of user requirements, construction delivery and government frameworks, supporting TTSH management on all matters relating to the built environment while ensuring developers, consultants and contractors deliver in line with the approved Schedule of Accommodation, technical specifications and master programme.

Key responsibilities

• Lead the full project lifecycle across design, construction and post-construction, overseeing MEP, structural and medical systems such as medical gas, radiation shielding and infection control.
• Monitor site progress, review milestone documents and design submissions, and manage the technical handover and defects rectification.
• Administer project contracts under PSSCOC, including variations, claims and extensions of time.
• Co-own the master programme with MOHH, lead the project governance structure and maintain budget planning and capital grant documentation.
• Gather requirements from clinical users, consultants and contractors, and act as the technical voice for TTSH with MOHH and contractors.
• Advise leadership on design decisions, buildability and regulatory compliance, and stay up to date on healthcare infrastructure trends.

Required profile

• Degree in Architecture, Civil, Structural, Mechanical or Electrical Engineering, Construction Management or a related built-environment discipline.
• 18-20 years of experience for Deputy Director, 12-15 years for Assistant Director, in public sector infrastructure or major healthcare facility development.
• Experience seeing at least one major project through to practical completion; prior public hospital project experience is an advantage.
• Strong leadership, stakeholder coordination and communication skills, with the ability to represent the institution at senior forums.

Required skills

• Sound working knowledge of PSSCOC, capital grant frameworks, BCA regulations and healthcare infrastructure standards.
• Contract administration, including variations, claims and extensions of time.
• Familiarity with medical equipment planning and FFE procurement frameworks.
