Deputy Manager, Data and AI Governance

About the role

The Deputy Manager, Data & AI Governance develops, maintains and operationalises the Institute of Higher Learning's Data & AI Governance Framework, policies, standards and processes. The role translates Whole-of-Government requirements, including Circular Minutes, IM8 and AI governance directives, into practical institutional processes, controls and guidance, and drives governance maturity and responsible use of data and AI.

Key responsibilities

• Lead or support the review, enhancement and maintenance of Data & AI governance policies, standards, frameworks and guidelines, keeping them aligned with WOG directives, IM8, AI governance guidance, PDPA and other regulations.
• Translate government policies and circulars into operational workflows covering data access, sharing, quality, metadata, AI assessments, risk approvals and compliance monitoring.
• Conduct and facilitate Data & AI governance risk assessments, maintain risk registers and recommend risk mitigation measures.
• Advise Schools and Departments on governance requirements, compliance obligations and maturity, and coordinate responses to audits and assurance exercises.
• Build partnerships with Schools, Departments, IT, HR, Legal and Risk, run awareness programmes and communicate governance requirements clearly to non-specialists.

Required profile

• Qualification in Information Systems, Data Management, Computer Science, Public Policy, Governance, Risk Management, Business, Law or a related discipline.
• At least 5-8 years of experience in data governance, information governance, risk management, compliance, cybersecurity, AI governance or related fields.
• Experience interpreting government regulations, developing policies and frameworks, conducting risk assessments and working with enterprise stakeholders.
• Relevant certifications in data governance, privacy, risk management, AI governance or cybersecurity are advantageous.

Required skills

• Understanding of Whole-of-Government Circular Minutes (CMs), IM8, government data governance requirements, AI governance and responsible AI principles, data protection and privacy requirements, and risk management and internal controls.
• Excellent written and verbal communication, and the ability to explain complex governance concepts simply.
• Strong facilitation, negotiation, influencing and stakeholder engagement skills.
