HR Manager – Employee Relations & Governance

About the role

The HR Manager will lead Employee Relations, Industrial Relations and HR Governance for JurongHealth Campus, reporting to the Deputy Director. The role ensures a fair disciplinary framework, compliance with legal and corporate policies, and drives a culture of ethical conduct and continuous learning.

Key responsibilities

• Act as primary liaison for employee grievances, disciplinary matters and investigations, coordinating with NUHS Cluster Group and external authorities such as MOH.
• Develop, refine and deliver training on conduct, conflict of interest, confidentiality and disciplinary procedures.
• Lead annual policy reviews, conduct HR audits (clean‑desk, COI declarations) and prepare findings for senior leadership.
• Oversee consolidation, record‑keeping and analysis of disciplinary cases to identify trends and inform interventions.
• Serve as point‑of‑contact for internal and external HR audits and represent the organisation in Data Governance, Protection and Risk Champion networks.

Required profile

• Strong knowledge of Singapore employment law, corporate governance and HR best practices.
• Proven experience handling employee and industrial relations, investigations and conflict resolution.
• Excellent analytical ability to interpret data trends and produce actionable recommendations.
• Effective communication and stakeholder management skills, especially with legal, HR business partners and senior management.

Required skills

• Experience with HR policy development and audit processes.
• Familiarity with disciplinary case management and data analysis.
• Ability to design and deliver training programmes on conduct and governance.
