L&D Specialist (Strategic HR)

About the role

The Strategic HR team within the Institute of Public Administration and Management seeks a Learning & Development Specialist to design and deliver HR learning solutions for Singapore’s public service. You will work closely with government agencies to build capability, share best practices, and support transformation initiatives.

Key responsibilities

• Conceptualise and deliver online, blended and classroom learning interventions on HR topics, including needs analysis, curriculum design, material development and evaluation.
• Partner with public agencies to customise L&D programmes that align with their development plans.
• Research emerging HR trends and translate insights into learning assets such as articles, videos, infographics, toolkits, case studies and role‑plays.
• Design and organise seminars, webinars, communities of practice and exhibitions on current HR themes.
• Facilitate learning sessions and case‑study discussions within training programmes.
• Contribute to consultancy projects that support agencies in their transformation journeys.

Required profile

• Minimum 2 years of experience designing learning interventions across multiple modalities (face‑to‑face, virtual, blended).
• Strong organisational, analytical, project‑management and communication abilities.
• Self‑motivated, proactive and resourceful, with a passion for developing people and improving HR practices in the public sector.
