Lead Resident Technical Officer

About the role

Lead Resident Technical Officer will represent clients on construction sites, ensuring projects comply with contracts, regulations and design intent. Working under the direction of qualified persons, the role involves both office‑based coordination and on‑site supervision across HDB BTO projects in Singapore.

Key responsibilities

• Supervise construction works and enforce quality control in line with project specifications, approved drawings and site instructions.
• Ensure contractors comply with building authority regulations and government standards.
• Inspect materials and workmanship, conduct tests to verify material quality.
• Review project drawings and specifications, flagging discrepancies to qualified persons and consultants.
• Participate in meetings with qualified persons, consultants and clients.
• Prepare progress reports and undertake ad‑hoc duties as directed.

Required profile

• Diploma or Degree in Civil & Structural Engineering, or National Construction Certificate of Supervision (NCCS).
• Accredited Resident Technical Officer (RTO) by IES or ACES.
• Minimum 5 years site‑supervision experience on HDB BTO projects.
• Strong knowledge of architectural, civil, structural and M&E works.
• BCSS or equivalent construction‑safety certification.
