Manager, Finance & Procurement

About the role

The Singapore Economic Development Board (EDB), a government agency under the Ministry of Energy, Trade and Industry, is recruiting a Manager, Finance & Procurement for its Finance, Risk & Assurance and Procurement (FRAP) division. The role advises on the procure-to-pay value chain and works with a team responsible for data management and implementation of FRAP systems, supporting operational, policy and strategic decisions across EDB.

Key responsibilities

• Budget management: analysis, evaluation, preparation, monitoring and reporting
• Procurement: policy formulation, vetting of requirement specifications and approval compliance with procurement policies, guidelines and processes
• Financial reporting and management, including accounts payable, payment review and processing, fixed assets and tax accounting, and using data analytics to find improvement opportunities
• Manage FRAP IT systems: process streamlining, data preparation, cleansing, verification and migration, and system integration with the IT team, including change management with end users
• Identify continuous improvement opportunities and stay up to date with policies, processes and key risks

Required profile

• Bachelor's degree in Accountancy, Finance or Business Administration, or equivalent
• At least 5 years of relevant experience, preferably in procurement, audit and/or accounting
• Singaporean
• Excellent communication, interpersonal and project management skills
• Good problem-solving and critical thinking, able to work under pressure and on multiple priorities
• Proactive, self-motivated and keen learner with a drive for operational excellence

Required skills

• Knowledge of IT procurement, financial controls and Government Procurement Instruction Manuals is an advantage
• Systems implementation and data analytics knowledge is an advantage
