Manager, Human Resources

About the role

The National Institute of Education (NIE), Singapore's national teacher education institute, is recruiting a Manager for its Human Resource Department. The post covers HR functions for NIE faculty and Ministry of Education education officers seconded to NIE, and sits on the NIE campus.

Key responsibilities

• Manage a range of HR functions for NIE faculty and MOE education officers seconded to NIE, including recruitment, contract renewal, promotion, compensation and benefits, performance management, career development and other service matters.
• Manage the MOE Singapore Teaching and Academic Research Talent (START) Scheme, including NIE Overseas Graduate Scholarships (OGS).
• Support succession planning for Academic and Research Leadership Appointments.
• Contribute to NIE and HR initiatives and projects, and help plan and organise HR events.
• Review HR policies, schemes and processes.
• Leverage data analytics and AI-enabled tools to improve HR processes, efficiency and decision-making where applicable.

Required profile

• University degree, preferably with a specialisation in HR Management.
• 6-8 years of HR experience, including at least 2 years in a supervisory position; experience in a higher learning institute is preferred.
• Strong interpersonal, organisational and written and spoken communication skills.
• Meticulous, numerically strong and comfortable working with data and reports.
• Self-motivated, able to work independently and in teams.
• Able to handle sensitive matters with tact and discretion, upholding confidentiality.

Required skills

• Proficiency in Microsoft Office applications.
• Comfortable using digital tools, HR systems and AI-enabled applications.
