Manager Roads & Highways

About the role

The Singapore Roads & Highways Sub‑Sector Lead will drive the strategic, operational and financial performance of the Roads & Highways portfolio. Reporting to senior leadership, this role ensures high‑quality project delivery, sustainable growth and strong client relationships aligned with Surbana Jurong’s national and regional strategies.

Key responsibilities

• Develop and execute operating plans that align with corporate objectives and ensure operational excellence.
• Own sub‑sector financial performance, including budgeting, utilisation and risk oversight.
• Lead recruitment, succession planning, mentoring and performance management to build a high‑performing workforce.
• Optimise resourcing across Singapore and nationally, providing clear structure and reporting.
• Strengthen client relationships, drive satisfaction and lead business development initiatives.
• Support national sector initiatives, governance, cultural programmes and change management.
• Maintain effective communication with internal and external stakeholders to resolve issues and align priorities.

Required profile

• Bachelor’s degree in Civil Engineering (post‑graduate qualification is a plus).
• Professional Engineer (PE) registration in Singapore or eligibility for registration preferred.
• 15–20 years of experience in Roads & Highways, transportation infrastructure or large‑scale civil engineering projects.
• Proven senior leadership experience with accountability for operations, people and financial performance.
• Demonstrated ability to manage multi‑disciplinary teams in a matrix organisation.
• Hands‑on experience in budget ownership, utilisation management and P&L accountability.
• Track record in business development, tendering and client engagement within the Singapore Roads & Highways sector.
