Pre-Construction Manager - Data Centre

About the role

Turner & Townsend is looking for a Pre-Construction Manager to lead pre-construction activities for data centre development projects in Singapore. The role covers planning, design coordination, cost management, procurement support, risk assessment and stakeholder management, ensuring projects are fully prepared for construction while meeting technical, commercial and operational requirements.

Key responsibilities

• Manage pre-construction activities from project initiation to construction start.
• Coordinate with consultants, contractors, vendors and internal stakeholders on project planning and design development.
• Review architectural, civil, structural and MEP designs for compliance with data centre standards.
• Support budgeting, cost estimation, value engineering and procurement planning.
• Drive tendering, vendor evaluation and contract award recommendations.
• Identify project risks and develop mitigation plans, and track schedules, milestones and deliverables.
• Ensure compliance with regulatory, safety and quality requirements, and facilitate design reviews.

Required profile

• Degree in Engineering, Construction Management, Architecture or a related field.
• For Assistant Manager: 5-8 years of project, engineering, construction or infrastructure experience; exposure to data centre, mission-critical, industrial or large-scale building projects preferred.
• For Manager: 8-12+ years of relevant experience, including at least 3-5 years in data centre or mission-critical projects, and proven experience managing pre-construction, design and stakeholder coordination for large-scale developments.

Required skills

• Preferred: knowledge of data centre infrastructure, MEP systems and project delivery processes.
• Preferred: understanding of Uptime Institute Tier standards and mission-critical environments.
• Preferred: PMP, PRINCE2, CDCP or CDCS certification.
