Principal Engineer / Manager, Facilities Management

About the role

SingHealth is looking for a Principal Engineer / Manager, Facilities Management to support and advise the Head of Department on the operational management, leadership and oversight of the department, SingHealth Shared Services and Facilities & Infrastructure Development. The role covers the continuous operation of buildings, plant, equipment and infrastructure assets, their timely replacement, and acts as consultant, project manager and executor for minor renovation and upgrade projects.

Key responsibilities

• Develop and implement building, equipment and grounds maintenance programmes, including preventative maintenance schedules and procedures
• Direct facilities and systems to operate safely and efficiently
• Carry out budgeting and scheduling of major capital projects for the hospital
• Provide technical assistance to Facilities colleagues in defining and evaluating engineering requirements
• Coordinate minor renovation projects with contractors, engineers and authorities, and support inspections and acceptance of works
• Represent the hospital in inspections for new construction, expansion and modification projects
• Ensure proposals comply with design, safety and sustainability (Green.Gov) requirements
• Coordinate and implement quality management systems such as QMS, BCM, OSHAS, BizSafe and JCI
• Implement quality assurance and inspection procedures, and liaise with bodies such as SLA, LTA, MOH, NEA, BCA and FSSB
• Provide round-the-clock fault reporting and helpdesk services, and plan energy-efficiency procedures and digitalisation initiatives

Required profile

• Bachelor's degree in Engineering or another relevant discipline
• Good knowledge of regulatory standards and relevant codes of practice
• Good interpersonal and communication skills
• Able to work independently with minimal supervision

Required skills

• Project management and software drafting skills, e.g. AutoCAD, BIM
• Contract drafting, evaluation and administration experience
