Project Manager (Contract)

About the role

BCS, a wholly owned subsidiary of Network For Electronic Transfers (NETS) and part of the NETS Group, manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including FAST, IBG, CTS, and services for PayNow and SGQR. The Project Manager leads end-to-end project management across proposal development, budgeting, funding, resourcing, planning, execution and documentation, taking ownership of project objectives.

Key responsibilities

• Work with the Product Manager and Technology Delivery Manager to define budgets, track financial performance and manage work allocations and resourcing.
• Develop and maintain project plans, reports and documentation, and follow the SDLC framework and checklist.
• Track and escalate issues, risks and changes, and document mitigation strategies.
• Ensure projects meet quality standards, stay on time and within scope and budget, and comply with regulations and data protection laws.
• Track purchase orders and goods receipt notes, and report regularly on status, milestones, risks and finances.
• Run internal and external project steering committees and act as the main contact with schemes and participants.
• Lead cross-functional teams, define roles and run post-implementation reviews.

Required profile

• Preferably a degree in Business, Technology or a related field.
• Minimum 8 to 10 years of experience, including 5 years in project management and large-scale project transformation, preferably in financial services or payments.
• Good understanding of payment products, services and technologies, including cross-border payments.
• Project Management Professional (PMP) and PRINCE2 certifications are an advantage.

Required skills

• Strong project management skills, with detailed project plans and timelines.
• Proficiency in Microsoft Project or Jira.
• Hands-on experience with the software development lifecycle (SDLC).
• Excellent written and verbal communication and stakeholder engagement skills.
