Quantity Surveyor – Construction Cost Management

About the role

The Quantity Surveyor will manage project costs and contracts for underground utilities infrastructure projects. You will evaluate payment claims, conduct site measurements, and prepare budgets while ensuring compliance with regulatory and safety standards. The role supports the project team with commercial and administrative tasks throughout the project lifecycle.

Key responsibilities

• Prepare detailed cost estimates, budgets, and tender documents based on project drawings and specifications.
• Review, draft, and administer contracts with clients, subcontractors, and suppliers.
• Evaluate and certify subcontractor and supplier payment claims.
• Conduct on‑site measurements to support progress claims and variation assessments.
• Prepare valuation reports and progress claims.
• Negotiate prices and terms with vendors and subcontractors.
• Monitor project costs and control expenditures to stay within budget.
• Implement value engineering strategies to reduce costs without compromising quality.
• Ensure compliance with statutory requirements, safety regulations, and contractual obligations.
• Maintain accurate records and documentation for contracts, claims, and cost reports.
• Collaborate with project managers, site teams, procurement, and finance departments.
• Support final account preparation and project close‑out processes.

Required profile

• Degree in Civil Engineering recognized by the Singapore Professional Engineers Board (PEB).
• 1–2 years of relevant experience in quantity surveying, construction, or civil engineering.
• Familiarity with underground utilities work (e.g., cable, pipe installations) is an advantage.
• Strong project coordination and cost‑control abilities with a hands‑on understanding of site operations.
• Self‑motivated, able to work independently in a fast‑paced, deadline‑driven environment.
