Senior APAC Program Manager - O&G / Mid Stream

About the role

Turner & Townsend, a global professional services company with over 22,000 people in more than 60 countries, is hiring a Senior APAC Program Manager with oil and gas / midstream experience. The role is based in Singapore and involves occasional regional and international travel as business needs dictate.

Key responsibilities

• Define and shape programme strategy, roadmap and delivery approach in line with organisational goals, and drive alignment across functions.
• Provide strategic guidance to senior stakeholders and establish governance frameworks for structured delivery and oversight.
• Ensure adherence to internal standards, methodologies and quality expectations, and oversee risk, issue and dependency management.
• Support programme assurance, including reviews and compliance requirements, and lead end-to-end programme delivery.
• Monitor performance through defined metrics and reporting, and facilitate governance forums.
• Coordinate cross-functional workstreams and build strong relationships with senior stakeholders and delivery partners.
• Lead and mentor teams, identify improvements to processes and tools, and embed best practices.

Required profile

• Degree in engineering or equivalent field; O&G midstream experience preferred.
• Minimum 12 years' experience delivering large, complex programmes.
• Proven track record managing multi-workstream initiatives and senior stakeholders.
• Professional certifications such as PMP, PRINCE2 or MSP are advantageous.

Required skills

• Strong programme and project management expertise.
• Advanced proficiency in Excel and PowerPoint.
• Good financial and commercial awareness, strong analytical, planning and problem-solving abilities.
• Strong influencing, communication and stakeholder engagement skills.
