Senior Cost Manager (Civil)

About the role

Turner & Townsend, a global professional services company with over 22,000 people in more than 60 countries, is hiring a Senior Cost Manager (Civil) in Singapore. The role covers pre-contract and post-contract quantity surveying functions for civil and structural works, including airfields, concrete and steel structures, and leads the Airfield and Civil Work package within the QS team.

Key responsibilities

• Measurement and estimating on civil and structural works (airfield, concrete and steel structure)
• Tendering management support, including tender evaluation
• Contract management: change/variation control, interim progress payment assessments, budget forecast and control, and claim review
• Support project closure, including final account preparation
• Liaise with the client's PIC on design and construction issues
• Support the wider QS team on pre-tender estimates, tender queries, change control tracking and tender evaluation
• Budget tracking, control and reporting
• Liaise with the contractor's package QS on variation assessment and progress payment evaluation
• Claim review and final account negotiation

Required profile

• Bachelor's degree in Cost Management, Quantity Surveying, Construction, Engineering or a related field; Master's degree is a plus
• Minimum 7 years' experience in cost management or construction projects (e.g. cost manager, construction manager, procurement, project manager, vendor, consultant)
• Strong communication and leadership skills; people management experience is a plus
• Business acumen and client-facing experience, including value management, value engineering and life cycle costing
• Native-level English, with business-level English
