Senior Digital Business Analyst

About the role

The Senior Digital Business Analyst will partner with government agency teams to understand citizen and business needs, apply design thinking and service design methods, and shape digital transformation initiatives. You will work closely with GovTech and agency stakeholders to define future‑state solutions, evaluate technology options, and ensure smooth delivery and adoption.

Key responsibilities

• Collaborate with agency business teams to elicit requirements using human‑centric and visual techniques.
• Apply Design Thinking and Service Design to identify gaps, design future states, and propose solutions.
• Recommend technology aligned with GovTech directions, including cloud, enterprise architecture, and SG Tech Stack.
• Define development approaches (outsourced, co‑sourced, in‑house) and create user stories, functional specifications, and acceptance criteria.
• Ensure product readiness for deployment, adoption, and ongoing operations.
• Analyse change impacts, propose improvements, and support operations management.
• Identify new digital opportunities, assess project risks, and manage vendor delivery.
• Adhere to IT management, quality, and security policies throughout the development lifecycle.

Required profile

• Diploma or degree in Computer Science, ICT, Engineering or related fields.
• At least 5 years of relevant experience, preferably with consulting, software development, or design exposure.
• Proven hands‑on experience in Agile product‑centric teams and a strong portfolio of delivered solutions.
• Excellent analytical, facilitation, stakeholder engagement, and communication skills.
• Motivated, quick learner with a passion for innovation and customer satisfaction.
