Senior / Manager, Asset Management (Renewal & Planning)

About the role

The Land Transport Authority (LTA) is recruiting a Senior / Manager, Asset Management (Renewal & Planning) to manage its Rapid Transit Systems (RTS) assets so they perform at optimum quality. As the LTA's gate-keeper, you will maintain the high reliability and availability of the Singapore MRT and LRT systems, working closely with Public Transport Operators (PTOs) and LTA divisions such as Engineering, Projects, Finance, Procurement and Policy. You will also lead a team of officers.

Key responsibilities

• Lead and manage the team to develop the asset replacement plan, manage replacements and ensure sustainability for the next 30 years.
• Prepare, submit and seek approval for funding of asset replacement projects to ensure timely implementation.
• Coordinate asset replacement and renewal projects to meet timelines.
• Develop and manage the master asset replacement plan to ensure realistic cash flow and utilisation.
• Develop, manage and monitor multi-year cash flow (MYC) submissions.
• Ensure the processes required for asset renewal are developed for implementation.
• Provide leadership and guidance to officers, foster collaboration across stakeholders and champion continuous improvement in renewal planning.

Required profile

• At least 5 years of supervisory, managerial or leadership experience.
• Knowledge of Electrical and Electronic Engineering, Mechanical Engineering, Systems Engineering, Rail Engineering, Civil Engineering, Building Engineering, Facilities Management, Asset Management or other relevant disciplines.
• Relevant railway systems experience, particularly in Renewal Planning, Rolling Stock, Signalling, Communications, Power, Control or Infrastructure, is preferred.
• Experience in programme budgeting, lifecycle cost analysis, business case development, asset management or project governance is an advantage.
• Medical declaration and/or further assessment may be required during shortlisting.
