Senior Manager, Insights (Head of Data Insights)

About the role

Singapore Pools, a not-for-profit organisation established in 1968 to provide safe and trusted betting, is hiring a Senior Manager, Insights (Head of Data Insights). Reporting to the Director, Transformation Program Office, the incumbent oversees a team of Data Engineers, Insights Engineers and Data Governance specialists, combining technical delivery of data and analytics with team leadership.

Key responsibilities

• Data engineering and platform: oversee scalable data pipelines, data lake architecture and integration platforms, ensure high-quality ETL solutions, and guide cloud platforms such as ADLS and Snowflake
• Insights engineering: deliver self-service analytics, dashboards and data products, and set up peer-review and sign-off for high-impact outputs
• Data governance: lead the Data Governance function, work with Enterprise Architecture and Risk & Compliance, and align with the Data Management Policy, Data Governance Framework and regulations such as PDPA
• Stakeholder management: act as the main point of contact for data, insights and governance, advise senior leadership and represent the team in governance forums and architecture review boards
• Team leadership: set vision and priorities, cascade goals, and foster an inclusive, psychologically safe team culture

Required profile

• Bachelor's degree or higher in Computer Science, Information Systems, Data Science, Engineering or a related field
• At least 10 years of progressive experience in data engineering, analytics or data management, with at least 5 years in a team lead or managerial capacity
• Demonstrated experience managing a multidisciplinary data team and delivering end-to-end data and analytics programs in large-scale enterprise environments
• Prior experience in regulated industries such as financial services, gaming, government or public sector is advantageous

Required skills

• Data engineering: pipeline design, ETL/ELT, data lake/lakehouse architectures, cloud platforms (Azure, Databricks, AWS)
• Analytics and BI tools such as Power BI, Tableau and SQL-based reporting
• Data governance, metadata management and data quality frameworks; familiarity with Alation, Collibra or Microsoft Purview is an advantage
• Leadership, stakeholder management and communication skills
