Senior Manager, Regional MEP PMO

About the role

Turner & Townsend is recruiting a Senior Manager for its Regional MEP Programme Management Office (PMO) in Singapore. The role covers governance and portfolio management, project planning and controls, oversight of MEP design and construction, stakeholder management, risk and compliance, and vendor and contract management across regional projects.

Key responsibilities

• Establish and maintain PMO frameworks, project governance, policies and best practices for regional MEP projects, and standardise project management processes, templates and reporting across countries.
• Develop and manage project portfolio dashboards, KPIs and executive reporting, and monitor project health, risks and issues.
• Oversee project schedules, budgets, resource plans and milestones, and review performance against schedule, cost, quality and scope baselines.
• Drive project forecasting, budget tracking and variance analysis, and support change management and project recovery.
• Coordinate with engineering, design consultants and contractors on MEP execution, review project plans and milestones, and monitor construction progress for quality, safety and regulatory compliance.
• Support commissioning, testing and handover across regional projects.
• Act as liaison between regional leadership, project managers, consultants, contractors and business stakeholders, and facilitate governance meetings, steering committees and executive reviews.
• Maintain project risk registers and mitigation plans, support audits and assurance, and drive lessons learned and continuous improvement.
• Track contractor and consultant performance, support procurement (RFPs, evaluations, contract administration) and monitor claims, variations and commercial risks.

Required profile

• Bachelor's degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, Construction Management or a related discipline.
• 8-12+ years of experience in project management, PMO or project controls.
• Experience overseeing multiple concurrent projects across several countries.
• Strong understanding of MEP systems, the construction lifecycle and project delivery methodologies.
• Ability to work in a fast-paced, multicultural regional environment.
