Senior/Assistant Director – Policy Design & Programme Evaluation

About the role

Policy design and programme evaluation involves systematic analysis of policies, programmes and schemes to assess their impact, effectiveness and efficiency. You will join a dynamic, multi‑disciplinary team that oversees and manages policy design and programme evaluation within the MTI Family.

Key responsibilities

• Oversee the MTI‑Family Policy Design and Programme Evaluation framework, defining logic models, theories of change, evaluation designs and data collection methods.
• Engage policy and programme owners to identify evaluation needs and ensure pre‑, during‑ and post‑implementation evaluation plans are in place.
• Conduct independent evaluations using quantitative and qualitative methods, and present findings to senior management and policymakers.
• Provide recommendations and integrate learning points into the policy design cycle and organisational processes.
• Build a network of evaluation experts across government and develop a repository of evaluation resources and data.

Required profile

• Degree in Economics, Public Policy, Statistics, Data Science or related discipline, with relevant work experience.
• Strong critical and analytical thinking, project management and stakeholder engagement skills.
• Good understanding of both qualitative and quantitative research and evaluation methods.
• Excellent verbal and written communication, with the ability to present findings effectively.
