System Product Manager (Payments & Monetary Management) - Contract

About the role

The Monetary Authority of Singapore (MAS) is Singapore's central bank and integrated financial regulator. MEPS+ (Central Banking & Development Platforms Division) runs the MAS Electronic Payment System, which supports interbank payments, government securities management and domestic market infrastructure. As System Product Manager, you are the operational and delivery owner for MEPS+ and related systems, coordinating software engineers, product owners, compliance teams and external vendors to ensure reliability, regulatory compliance and successful delivery of enhancements and patches.

Key responsibilities

• Own operational delivery for the MEPS+ application portfolio and advise on application rationalisation, consolidation or decommissioning
• Coordinate release management and delivery cycles, including semi-annual major releases and monthly patch cycles, and set requirements for monitoring coverage and alert quality
• Own Service Level Objectives (SLOs), review SRE performance reports and hold the SRE team accountable for outcomes
• Lead release planning, governance and quality standards, and sign off on test outcomes and release readiness before production deployment
• Own incident management: define escalation paths and SLO targets, lead stakeholder communication during major incidents, and drive root cause analysis and post-mortems
• Own vendor governance for outsourced components, chair vendor performance reviews, and lead MAS's participation in procurement for outsourced services
• Coordinate RFI responses, plan resiliency exercises (Disaster Recovery drills, manual contingency, CyberEx) and maintain compliance with ICT governance policies

Required profile

• 8+ years of progressive experience managing, operating or delivering complex mission-critical systems
• 3-4 years in a delivery, operations or technical programme management role with accountability for system reliability or release outcomes
• Demonstrated ability to lead incident response at an organisational level
• Proven experience managing vendor relationships and contributing to procurement or contract management
• Experience coordinating release cycles across development, testing, operations and compliance teams
• Excellent communication skills, able to explain technical risks and compliance requirements to senior leadership, business stakeholders and regulators

Desirable criteria

• Familiarity with Java/J2EE, Linux/RHEL, SQL, Docker, Kubernetes, OpenShift, OpenStack, CI/CD pipelines, Grafana or ELK stack
• Experience with CICD pipelines, release automation, test management and observability platforms
• Familiarity with government IT environments and regulatory compliance frameworks (CCoP, CSP, AGO, IM8)
• Agile delivery experience and relevant certifications such as ITIL, PMP or AWS Solutions Architect
