Assistant Director, Market and Spectrum Policy Division

About the role

This Assistant Director role sits within the Policy, Regulation & Competition Development (PRCD) Group, which shapes policies and frameworks that enable digital infrastructure deployment, encourage innovation and support Singapore's digital economy. The division covers market and spectrum policy, and the post is based in IMD, Mapletree Business City.

Key responsibilities

• Lead strategic policy design and reviews, including market and technology assessments for local and international segments, and develop short- and long-term policies and regulatory frameworks.
• Conduct market reviews and merger and acquisition assessments, evaluate the impact of technology on competition, and develop agile regulatory responses and remedial measures.
• Perform economic, financial and technology-impact analysis across telecom, media and postal markets, and design postal and parcel locker infrastructure strategies.
• Develop mobile market and spectrum policy, including 5G and 6G trends, and manage large-scale technology transition projects with stakeholder engagement.
• Carry out technology impact assessments on mobile services and formulate policy approaches aligned with government and public needs.

Required profile

• Background in business, economics, public policy, law or a related discipline.
• At least 8 years of experience in telecommunications policy, competition analysis or regulatory affairs, including spectrum management, market reviews and legislative reform, with team leadership experience.
• Proven track record in stakeholder engagement, industry consultations, government approvals and multi-party negotiations.
• Experience in competition enforcement, merger and acquisition assessments and regulatory harmonisation.

• Strong analytical capability in policy impact assessment.
• Ability to interpret technology developments in fixed line, mobile and postal sectors and turn them into policy implications.
• Excellent stakeholder management and negotiation skills.
• Strong project management to oversee large policy initiatives and technology transitions.
