Buyer – Procurement for Energy Projects

About the role

Hanwha Ocean is seeking a Buyer to support the Energy Plant Unit in Singapore. The role will manage the end‑to‑end sourcing process for equipment and services, from request for quotation (RFQ) through to purchase order (PO) close‑out, ensuring timely and cost‑effective delivery for offshore and onshore projects.

Key responsibilities

• Collaborate with Package Manager and Package Engineer to define scope requirements.
• Obtain supplier interest, secure NDAs, and compile all sourcing documents prior to issuing RFQs.
• Issue RFQs, qualify bidders, and monitor bid submissions to meet deadlines.
• Conduct bid clarification meetings, separating technical and commercial discussions.
• Negotiate contracts, work with Legal & Contract Manager on terms and conditions.
• Prepare commercial bid evaluations, combine with technical assessments, and present award recommendations.
• Create purchase requisitions in the procurement system and expedite approvals for PO issuance.
• Manage PO acknowledgements, bank guarantees, change orders, and invoice approvals to align with contractual milestones.

Required profile

• Bachelor’s degree in engineering or business (master’s degree a plus).
• Minimum five years of experience in the oil & gas or energy sector.
• Strong knowledge of sourcing, market and supplier analysis, and contract negotiation.
