Commercial & Contracts Manager – PMC

About the role

The Commercial & Contracts Manager is the PMC's senior commercial authority, acting independently on behalf of the Project Owner for a multi-billion-dollar renewable energy and transmission project (Solar PV, BESS, HVAC substations, transmission systems and the Indonesia-Singapore subsea interconnector). The role protects the Owner's contractual and commercial interests and leads contract administration, change and claims management, dispute avoidance, commercial risk management and contractor performance oversight, especially with major Chinese EPC contractors, marine contractors, international suppliers and cross-border stakeholders.

Key responsibilities

• Lead the PMC Commercial & Contracts function and set commercial strategy, governance and risk management
• Develop contracting strategies, governance frameworks and contract administration processes
• Oversee administration of major contracts (EPC, EPCI, equipment supply, long-term service, consultancy and specialist services)
• Manage EPC and EPCI contractors, including claims evaluation, negotiations and dispute avoidance
• Manage change and variation control, claims assessment and tracking, and dispute avoidance and resolution
• Assess and mitigate commercial and contractual risks, maintain risk registers and support project risk management
• Support tendering, bid evaluation, contract awards and procurement
• Review payment applications, verify entitlements and oversee commercial commitments with Project Controls
• Coordinate commercial matters across work packages, contractors, utilities and government obligations
• Prepare commercial reports, claims and variation status updates, risk assessments and board-level reporting

Required profile

• Bachelor's degree in Quantity Surveying, Law, Engineering, Construction Management, Commerce or a related discipline
• 20+ years' experience in commercial and contracts management on major capital projects
• 10+ years in senior commercial leadership roles
• Extensive experience with EPC/EPCI, major infrastructure and FIDIC-based contracts
• Proven track record leading contract administration, claims management and commercial teams
• Projects valued at US$1 billion+

Preferred experience

• Renewable energy, BESS, high-voltage transmission, marine/subsea cable and cross-border infrastructure projects
• Managing Chinese EPC contractors, suppliers and OEMs, and familiarity with firms such as PowerChina, Energy China, SEPCOIII, CEEC, Sungrow, Huawei Digital Power, ZTT, Hengtong, Orient Cable, TBEA
• Project delivery in Indonesia and Singapore, project-financed, lender-funded or PPP developments
• Support for arbitration, adjudication, mediation or major dispute resolution

Preferred qualifications

• MRICS / FRICSM, MCIArb / FCIArb, PMP
• MSc in Construction Law, Commercial Management or related discipline
• Professional Quantity Surveying accreditation, legal qualification (desirable)
