Commercial Manager – Tender Lead for Offshore Substations

About the role

The Commercial Manager (Tender Lead) will drive the end‑to‑end tender process for offshore substation projects, including HVAC and HVDC platforms, ensuring competitive and compliant bids.

Key responsibilities

• Review Invitation to Tender (ITT) documents and define bid strategies aligned with project objectives.
• Coordinate tender timelines, deliverables and internal approvals to guarantee timely submission.
• Collaborate with multidisciplinary engineering teams (electrical, structural, topsides, marine) to consolidate technical inputs.
• Develop comprehensive cost estimates covering engineering, procurement, construction, installation, fabrication, transportation and risk contingencies.
• Optimize pricing strategies to protect margins while remaining competitive.
• Manage stakeholder interfaces with clients, internal departments and external partners or subcontractors.
• Lead clarification meetings, negotiations and post‑tender activities, including risk identification and mitigation.
• Prepare high‑quality technical proposals, commercial submissions, execution strategies and project schedules.
• Conduct post‑submission reviews and lessons‑learned exercises.

Required profile

• Bachelor’s degree in Engineering, Project Management, Quantity Surveying or a related technical discipline.
• Proven experience in tender/bid management for offshore/onshore oil & gas or energy projects, preferably with FPSO and EPCI scopes.
• Strong understanding of offshore substation projects, HVAC and HVDC platforms.
• Demonstrated ability to coordinate multidisciplinary teams and manage multiple tender activities concurrently.
• Effective communication and stakeholder management skills.
