Contracts Manager – Construction Cost & Procurement

About the role

The Contracts Manager will lead cost estimation, budgeting and contract administration for construction projects, ensuring financial control and timely payments. You will work closely with project teams, clients and contractors to deliver projects within budget and schedule.

Key responsibilities

• Prepare detailed cost estimates, feasibility studies and bills of quantities for new projects.
• Develop and maintain project budgets, cost plans and financial projections.
• Assist with tendering processes, review contractor submissions and evaluate quotations.
• Monitor project expenditures, identify cost‑saving opportunities and control budgets.
• Value work completed, approve progress payments and compile payment claims, interim certificates and final accounts.
• Maintain accurate cost records, update management reports and advise on contractual and procurement matters.
• Conduct site measurements, evaluate “star rate” items and analyse rates for future procurement.
• Collaborate with clients, contractors and internal teams to ensure smooth project execution.

Required profile

• Relevant Degree or Diploma from a recognised institution.
• Preferably a registered member of the Singapore Institute of Surveyors and Valuers.
• Minimum of 3 continuous years of experience in quantity surveying, cost estimation or contract administration.
