Contracts Manager – Construction Procurement

About the role

The Contracts Manager will lead procurement and contract administration for construction and infrastructure projects, ensuring timely delivery, cost control, and compliance with HDB standards.

Key responsibilities

• Procure consultants and contractors for new developments, upgrades, and infrastructure projects.
• Manage contracts, process payment claims, and administer certificates, warranties, and agreements.
• Monitor project expenditure, prepare cash‑flow projections, and control budgets.
• Oversee private Quantity Surveying consultants throughout design, tender, construction, and post‑construction phases.
• Set and manage project cost budgets, call and evaluate tenders, and award contracts.
• Obtain approvals for variation works, monitor valuation of variations, and review final accounts.
• Provide procurement and contractual advice, and produce cost estimates for feasibility studies.
• Support the full procurement cycle for ICT projects, from pre‑tender planning to post‑contract administration.

Required profile

• Background in Building, Quantity Surveying, Project & Facilities Management, or a related discipline.
• Strong communication and writing abilities.
• Ability to work effectively within a team.
• Preferably at least 5 years of relevant experience.
