Corporate HSSE Governance Manager

About the role
The Manager, Corporate HSSE (Governance) leads the Group HSSE assurance and governance function, translating global policies into audit‑ready execution across all regions and business units. Based in Singapore, the role provides second‑line assurance, data‑driven insights, and supports the rollout of AI‑enabled safety tools.
Key responsibilities
- Own and manage the HSSE assurance framework, including the Global Safety Management System (GSMS) across Singapore and overseas assets.
- Plan, lead and execute GSMS audits and maturity assessments to ensure alignment with Group HSSE policies and international best practices.
- Review governance structures, roles, responsibilities and leadership accountabilities within the GSMS.
- Develop and deliver management reviews and ensure timely closure of audit actions.
- Execute a risk‑based audit and inspection programme, challenge risk assessments, method statements and critical controls such as PTW, LOTO, lifting operations and work at height.
- Trend recurrent non‑conformities, recommend systemic fixes and verify the effectiveness of corrective and preventive actions (CAPA).
- Maintain the integrity of HSSE performance data and champion AI/digital safety use cases in partnership with Group Digital.
- Oversee incident reporting, investigation, root‑cause analysis and CAPA implementation.
- Develop, maintain and deliver training on the global safety management system for all staff levels.
- Collaborate with Operations, Projects and Country HSSE teams to support implementation and close assurance gaps.
Required profile
- Proven experience in HSSE governance, assurance and audit within energy, utilities or construction sectors.
- Strong knowledge of global safety management systems, standards and regulatory requirements (e.g., Singapore WSH).
- Ability to lead risk‑based audits, analyse data trends and drive corrective actions.
- Experience in stakeholder engagement and delivering training programmes.
- Familiarity with AI or digital safety tools is an advantage.
