Cost & Contract Manager – Singapore Development Project

About the role

We are seeking an experienced Cost & Contract Manager to lead commercial, procurement and contract management for a high‑profile development project in Singapore. The role spans the full project lifecycle, from tendering through construction, cost control and project close‑out.

Key responsibilities

• Lead cost, contract, procurement and commercial activities across the project lifecycle.
• Manage tendering, contract reviews, procurement strategies and commercial risk assessments.
• Administer post‑contract activities including cost control, cash‑flow forecasting, variation orders, extensions of time, loss & expense and contractual claims.
• Monitor budgets, prepare commercial reports and ensure financial targets are met.
• Review and negotiate contractor claims, variations, quotations and contractual submissions.
• Advise project teams on contract interpretation, commercial risks, procurement and cost optimisation.
• Collaborate with consultants, contractors and stakeholders to resolve commercial and contractual matters.

Required profile

• Degree in Quantity Surveying, Construction Management, Engineering or related discipline.
• Minimum 10 years of experience in commercial, cost or contract management, with managerial experience preferred.
• Strong background in both pre‑contract and post‑contract functions, including procurement, tendering, cost control, contract administration and claims management.
• Proven experience managing variations, extensions of time, loss & expense and commercial negotiations.
• Excellent stakeholder management, negotiation, analytical and communication skills.
