Cost Manager / Senior Cost Manager (Quantity Survey Procurement)

About the role

Turner & Townsend is looking for a Cost Manager or Senior Cost Manager (Quantity Survey Procurement) in Singapore. You will lead the execution of cost management services for construction projects, ensuring cost control and quality objectives are met, and lead cost management project teams and key cost management roles. The role also covers commission management, including invoicing processes and project compliance through D-365.

Key responsibilities

• Lead multidisciplinary project teams including clients, consultants, contractors and suppliers, and support conflict resolution and issue management
• Analyse project requirements and cost deliverables, and help develop cost reporting structures and control mechanisms
• Act as Commission Manager, owning end-to-end service delivery for large or complex commissions
• Own estimating and cost planning, present final revisions of cost plans, and lead monthly post-contract cost reports
• Lead value engineering and life cycle costing exercises, and implement cost controls in schedule, cost, risk and change management
• Lead commercial negotiations and contract administration, and support internal risk management procedures and the contract database
• Manage invoicing in D-365: validate invoice data, coordinate with finance teams, track status and resolve discrepancies

Required profile

• Bachelor's degree in Cost Management, Quantity Surveying, Construction, Engineering or a related field; Master's degree is a plus
• Minimum 7 years' experience in cost management or construction projects (cost manager, construction manager, procurement, project manager, vendor, consultant, etc.)
• Strong pre-contract and procurement experience in data centre and high-tech manufacturing projects
• Strong communication and leadership skills; people management experience is a plus
• Business development and advisory skills in client-facing value management, value engineering and life cycle costing
• Native-level and business-level English proficiency

• Proficiency in Cost-X or equivalent cost estimation software
• D-365 for invoicing and compliance
