Deputy Director / Director, Policy, Planning & Employee Relations, Strategic HR

About the role

SingHealth, Singapore's largest public healthcare cluster, is recruiting a Deputy Director / Director for its Strategic HR function, covering Policy, Planning and Employee Relations. Reporting to the Deputy Group Chief Human Resource Officer, the role leads workforce planning, HR governance, employee relations and organisational readiness across a network of hospitals, national specialty centres and polyclinics serving more than 38,000 staff. It works closely with senior management, institutional HR leaders, the Ministry of Health and Ministry of Health Holdings.

Key responsibilities

• Lead and oversee cluster-wide workforce planning, manpower analytics and organisational planning to support strategic decisions and long-term healthcare manpower needs.
• Drive strategic HR planning, including annual workplans, budgets, performance reporting and key workforce metrics.
• Lead the development, review and maintenance of the cluster's HR policies.
• Advise on employee relations matters, including disciplinary and whistle-blowing frameworks, investigations and governance processes.
• Strengthen organisational capability through training, competency-building and continuous improvement.
• Oversee HR-related enterprise risk management, data governance and contingency planning.
• Lead, develop and mentor a high-performing team.

Required profile

• Bachelor's degree in any discipline.
• At least 15 years of relevant experience in workforce planning, policy development, employee relations or related HR functions within a large and complex organisation.
• Experience in government agencies or public sector organisations is advantageous; prior healthcare experience is preferred.
• Proven leadership experience with the ability to influence senior stakeholders and drive organisation-wide initiatives.
