Director of Regional Vendor Management and Procurement

About the role

JLL is hiring a Director of Regional Vendor Management and Procurement for a strategic enterprise account across APAC. The role owns the unified strategy, operational governance and performance of all procurement disciplines, ensuring vendor processes comply with JLL and Client agreements and meet contractual KPIs that affect the account's Fee at Risk. It is central to JLL's preparation for the upcoming RFP cycle through 2027/28, and the Director serves as the regional face of Vendor Management.

Key responsibilities

• Develop and run a rolling 12-month and multi-year Regional Account Procurement Plan covering FM categories such as M&E, Janitorial, Landscaping and Specialized Services.
• Lead country-level RFPs and RFQs to hit savings targets and timely renewals, working with the Client Procurement Office.
• Build and govern the Vendor Management and Procurement framework on accountability, relationships, innovation, sustainability, scalability and ethics.
• Roll out standardized Scope of Work templates across the regional Integrated Facilities Management service line.
• Run business reviews and scorecards for the top 10 facilities subcontractors, supplier evaluations and compliance audits, and maintain a regional FM Contract Database.
• Partner with the Minor Works Programme Lead on stage gates, pre-qualified panels, competitive bidding and contract drafting.
• Analyze procurement spend via annual GL benchmarking, implement cost controls and manage the Share of Savings initiative.
• Enforce Principal Contractor delivery models with back-to-back flow-down of standards, anti-bribery/FCPA compliance, UK Modern Slavery Act requirements and insurance levels.
• Manage the offshore VMP team (VMP Assistant in Malaysia and 1.5 outsourced headcount), standardize workflows and delegate admin tasks.
• Act as regional point of contact for vendor defaults, contract disputes and service breaches.

Required profile

• At least 10 years' relevant experience in facilities, property management, strategic sourcing or a related field in a senior leadership role.
• Bachelor's or Master's degree in Business Administration, Supply Chain Management, Finance or a related field.
• Experience across multi-country APAC jurisdictions (excluding India) and knowledge of regional vendor markets, labour laws and cross-border regulations.
• Proven negotiation skills, supplier relationship management and principal contractor risk management.
• Leadership of remote, offshore and outsourced administrative support teams.

Required skills

• Procurement cost benchmarking and operational savings realization.
• Cloud-based productivity tools and collaborative workplace platforms.
• Preferred: CIPS or CPSM certification, familiarity with Corrigo CMMS, AdaptiveWork, JDE or PeopleSoft, experience with digital procurement tools, Google Workspace, and a track record of green procurement and Scope 3 emissions initiatives.
