Director, Project Management Office

About the role

The Director, Project Management Office (PMO) will lead the end‑to‑end design, development and delivery of key infrastructure projects for the Labour Movement. Reporting to the Director, Special Projects, this senior leader ensures projects are aligned with NTUC’s strategic vision and are commercially viable over the long term.

Key responsibilities

• Lead master planning, spatial programming and design of infrastructure facilities from concept to completion.
• Enforce stage‑gate reviews for conceptual, schematic and detailed design phases.
• Oversee construction activities, ensuring compliance with quality standards, regulations, timelines and budgets.
• Act as primary liaison with consultants, developers and statutory agencies.
• Conduct technical feasibility assessments, value‑engineering studies and development phasing strategies.
• Develop operating, outsourcing and partnership models to secure financial sustainability.
• Structure commercial agreements with operators, tenants and joint‑venture partners.
• Coordinate across internal and external stakeholders to maintain strategic alignment and unified messaging.
• Establish a risk‑management framework and provide data‑driven progress reports and cash‑flow forecasts.

Required profile

• Extensive experience in strategic oversight and facility planning for large‑scale infrastructure.
• Proven track record in construction management and technical feasibility evaluation.
• Demonstrated ability to develop robust business and operating models.
• Strong stakeholder engagement and alignment capabilities across complex ecosystems.
• Knowledge of governance, risk management and financial reporting.
