Engineering Senior/Manager, Traffic & Road IT

About the role

The Land Transport Authority (LTA) is looking for an experienced Engineering Manager to lead a high-performing, cross-functional agile squad delivering scalable digital services for Singapore's land transport operations and enforcement functions. The role combines people leadership, technical guidance and agile delivery, working with Product Managers, Designers and Scrum Masters on C++, Java and low-code platforms such as OutSystems, across AWS and Microsoft Azure.

Key responsibilities

• Lead day-to-day sprint delivery for the agile squad, work with Product Owners and designers to turn roadmaps into technical epics and user stories, run Scrum ceremonies and track flow metrics
• Provide technical leadership and architectural oversight of C++ and Java microservices and OutSystems solutions, define deployment and governance practices on AWS and Azure, and reduce technical debt
• Own operational resilience, security and availability of production services, enforce code review, automated testing, CI/CD and Infrastructure-as-Code, and embed SRE principles and incident triage
• Oversee a team of 4 to 5 engineers, give guidance and feedback and foster a collaborative culture

Required profile

• Computer Science, Computer Engineering or related degree, with at least 10 years of software engineering experience and 2 years in engineering leadership, squad lead or people management
• Proven ability to architect, deploy and operate production systems on AWS and Azure
• Deep Agile/Scrum experience, including sprint execution, capacity planning, automated testing and engineer mentoring
• Excellent communication skills, able to explain complex technical or policy issues clearly to peers and senior leadership

• Java and C++ with TypeScript, Node.js, React, microservices, REST/GraphQL APIs and OutSystems
• AWS and Azure, CI/CD, Docker, Kubernetes, Terraform
• Observability tools such as CloudWatch, Datadog or Splunk
