HR Recruitment Consultant – Construction Foreign Worker Recruiter

About the role

We are seeking an experienced HR Recruitment Consultant to lead the sourcing, screening and onboarding of foreign construction workers for our projects in Singapore. The role combines recruitment, administrative support and compliance with Singapore’s Ministry of Manpower regulations.

Key responsibilities

• Source, screen and recruit foreign construction workers, coordinating with overseas agents and manpower agencies.
• Arrange airport pick‑up, medical check‑ups and MOM thumb‑print processing for new hires.
• Manage work permit applications, renewals and related documentation with MOM, ICA and other authorities.
• Conduct in‑person or online interviews and evaluate candidates for construction roles.
• Maintain an up‑to‑date manpower database and provide regular recruitment status reports.
• Prepare contracts, employment letters and other HR documents.
• Oversee onboarding, accommodation and deployment of workers to project sites.
• Assist with payroll data entry, leave management and attendance monitoring.
• Provide general office administration such as filing, correspondence and record‑keeping.
• Travel overseas when required to interview candidates.

Required profile

• Diploma or degree in Human Resources, Business Administration or related field.
• 2–3 years of experience in foreign recruitment, preferably within the construction industry.
• Knowledge of Singapore work pass/permit regulations and MOM procedures.
• Class 3 driving licence and CEI(KAH) certification.
• Strong communication and negotiation skills with overseas agents.
• Excellent organisational ability and attention to detail.
• Ability to work independently under tight deadlines.

Required skills

• Proficiency in MS Office (Word, Excel, Outlook).
