M&E Manager (Mixed-Development)

About the role

JLL is hiring an M&E Manager for a mixed-development property in Singapore. The role leads the M&E team to deliver high-level property management services, covering maintenance of mechanical and electrical systems, sustainability reporting, emergency procedures and budget management.

Key responsibilities

• Lead the M&E team and supervise contractors, vendors and technicians so that repairs and maintenance are completed on time and to standard.
• Maintain electrical installation, air conditioning, lighting, generator sets, elevators, fire protection, telecommunication, kitchen exhaust, Wi-Fi and other systems, and develop preventive maintenance plans.
• Plan and procure parts and services within budget, forecast and monitor expenditure, and prepare expense approvals and proposals for client approval.
• Review and approve tenant fit-out applications, assist in tenders (specifications, site show round, clarifications) and manage accounts payable.
• Monitor utility consumption, prepare quarterly sustainability reports, ensure Green Mark compliance and drive sustainability initiatives.
• Set emergency procedures and contact numbers, and implement the OMS system.
• Prepare monthly performance and variance reports, annual budgets and quarterly reforecasts, and respond to tenant and stakeholder concerns.

Required profile

• Degree in Mechanical/Electrical Engineering (3-5 years' experience) or Diploma in Building Services/Mechanical/Electrical (5-8 years' experience).
• Experience managing high-rise commercial buildings or mixed developments.
• Managerial experience is essential; ability to work under pressure and meet deadlines.
• Knowledge of operation, maintenance, fit-out practices and local ordinances, and of maintenance policies and capital works project management.
