Pre-Construction Manager (ECI Specialist) - Data Centre PMC

About the role

Turner & Townsend is hiring a Pre-Construction Manager (ECI Specialist) for a greenfield data centre project in the Western Region of Singapore. The role leads planning, design optimisation and procurement before main construction starts, managing the Early Contractor Involvement (ECI) framework between the client's design consultants, local Qualified Persons and the selected ECI Main Contractor. The aim is to drive constructability, budget control, high-voltage grid readiness and contract certainty.

Key responsibilities

• Convert the ECI pre-construction agreement into the final execution contract, using SIA, REDAS or FIDIC Yellow Book terms depending on the client's risk profile
• Manage open-book cost estimation with the ECI contractor and audit trade packages and market rates to set a transparent GMP or lump sum price
• Lead value engineering workshops that protect operational reliability, Uptime Institute Tier compliance and Green Mark Platinum targets
• Liaise with SP PowerGrid to secure the 22kV or 66kV power connection and oversee substation design clearance and layout compliance
• Integrate the utility provider's cable laying, testing and energisation lead times into the master schedule
• Run constructability reviews of civil, structural, architectural and MEP systems, and build an optimized baseline schedule covering site logistics, heavy lifting paths and cleanroom fit-out
• Plan site logistics for Western Singapore industrial zones, including earth retaining stabilizing structures, deep foundations and multi-crane setups
• Coordinate pre-submission reviews with authorities such as BCA, JTC, PUB and NEA, and align construction methods and materials with the sustainability target

Required profile

• 10+ years of construction project management experience, with at least 4 years managing pre-construction or ECI for data centres, semiconductor plants or heavy industrial facilities
• Bachelor's degree in Civil, Mechanical or Electrical Engineering, or Construction Management
• PMP or equivalent (SPM, RICS, PE) highly preferred

Required skills

• Knowledge of SIA, REDAS and FIDIC Yellow Book contracts and risk allocation
• Experience with 22kV and 66kV grid connections and substation approvals with SP PowerGrid
• Power-user of Smartsheet, advanced Procore and daily use of Autodesk Construction Cloud (ACC)
