QA/QC Manager

About the role

The QA/QC Manager plays a key role in ensuring the quality, compliance and reliability of deliverables throughout the project or operational lifecycle, working directly within the Quality Assurance / Quality Control function. The position is based in Singapore and is offered as a full-time contractor.

Key responsibilities

• Develop, implement and maintain the Project Quality Plan (PQP) in line with contract requirements, ISO 9001 and client specifications, and set up and monitor Inspection & Test Plans (ITPs), method statements and quality procedures.
• Lead the QA/QC team (QC Inspectors, QC Clerks, subcontractor quality reps) and coordinate with project, engineering, procurement and construction teams; act as the main interface with the client's quality representatives and third-party inspectors.
• Approve inspection schedules, monitor fabrication, installation and testing against drawings and specifications, and ensure equipment and materials meet contractual quality requirements.
• Manage NCRs, CARs and PARs, lead root cause analysis and implement corrective actions.
• Plan and run internal and subcontractor audits, run quality awareness training and toolbox talks, and drive continuous improvement.
• Control quality records (inspection reports, material certificates, test data) and ensure as-built dossiers are ready for handover.
• Work with the HSE Manager so that quality and safety systems are aligned, and promote a "right first time" culture.

Required profile

• Bachelor's degree in Engineering (Mechanical, Electrical, Civil or related) from a recognised institution.
• ISO 9001:2015 Lead Auditor certification (mandatory).
• Proven experience in QA/QC management or a similar quality-focused role.
• At least 10 years' experience in QA/QC roles, including at least 5 years in a management position for EPC, offshore or oil & gas projects.
• Experience managing quality across engineering, procurement, fabrication, construction, commissioning and handover.

Required skills

• In-depth knowledge of ISO 9001 QMS and auditing; familiarity with IEC, IEEE, ASME, BS EN and client specifications.
• Coating inspection, mechanical completion and pre-commissioning knowledge; ability to read ITPs, method statements and material certificates.
• Internal, external and supplier audit experience and corrective action skills.
• Leadership of multidisciplinary QA/QC teams and strong communication and reporting skills.
• Microsoft Office Suite and quality management software (e.g. Q-Smartsheet, SharePoint); electronic document control.
