Regional Programme Manager (APAC)

About the role

Turner & Townsend, a global professional services company with over 22,000 people in more than 60 countries, is hiring a Regional Programme Manager for APAC based in Singapore. The role leads multiple projects across a defined region, oversees end-to-end delivery and supports regional and country leadership.

Key responsibilities

• Lead multiple projects across a region, overseeing delivery from initiation through completion, and provide programme-level support to regional and country leadership
• Manage regional reporting cycles and keep cost, schedule, risks, issues and benefits up to date
• Champion standard project management tools, processes and data integrity
• Support strategy teams with high-level project costs, timelines and execution strategies, and build business cases with cross-functional groups
• Work with workplace, design and delivery teams to define project briefs, and develop schedules, project plans, risk assessments, cost estimates and execution documents
• Support project mobilisation, team onboarding and capability development, and handover to appointed project managers
• Coach project management and commercial teams, act as escalation point for programme-level risks, and ensure delivery partners stay within scope and contract
• Set up project, programme and portfolio governance frameworks, run governance forums and steering committees, and deliver annual governance and assurance calendars
• Provide independent assurance across delivery phases, reporting, controls and supplier performance, and keep documentation audit-ready
• Review documentation and checklists, ensure timely monthly reporting, and escalate performance and risk concerns to senior stakeholders

Required profile

• Degree in Project Management or an equivalent field
• At least 8 years of experience in a related field, preferably in financial services
• Proven experience leading multi-project programmes across regions
• Strong end-to-end project delivery capability, from business case through execution and closure
• Deep expertise in governance, assurance, risk and performance management
• Track record of mobilising project teams and embedding consistent delivery standards
• Senior-stakeholder partner with experience supporting regional and country leadership
